Workshop on Municipal Global Warming Action Plans

The Bankgok Metropolitan Administration (BMA) and the French Development Agency (AFD) have co-organised on Wednesday 25th March 2009 a working seminar with the active participation of the City of Paris and The local Energy Agency of Grenoble, on the challenges of implementing Municipal Global Warming Action Plans. This event gave rise to very instructive and intense exchanges between French experts and Thai representatives from BMA.

In April 2008 BMA launched a voluntary action to reduce greenhouse gas emissions across the city’s territory. This action plan provides a strategic framework that involves the Bangkok’s civil society and economic actors in an ambitious policy to fight against climate change. It comprises five initiatives: 1\ Expand the Mass Transit System within Bangkok Metropolitan Area, 2\ Promote the use of Renewable Energy, 3\ Improve building electricity consumption efficiency, 4\ Improve solid waste management and wastewater treatment efficiency, and 5\ Expand Park area. The action plan aims at cutting greenhouse gases emissions by at least 15% from a business-as-usual scenario.

The French Development Agency (AFD) proposes to support this ambitious initiative, first by providing technical assistance to the BMA Environment Department in charge of the programme and to BMA Finance Department. Indeed, the first measure of the partnership between AFD and BMA was taken through the co-organization of a financial training session on municipal finance and borrowing guidelines which took place at BMACity Hall on Friday March 20th .

Concerning the Global Warming Action Plan, the implementation of such a plan at the municipal level requires internal discussions, external consultations and collaborative tools (methodologies, training policy, labels, dedicated financial schemes…). The experience of some French local governments in this field can offer a stimulating platform to discuss on how to implement energy–climate policy within BMA. In a collective search for an implementation scheme suitable for BMA, AFD has gathered experts from French local governments (Grenoble and Paris) but also from the AFD and from the French Global Environment Facility, and hope to pave the way for a future successful cooperation with BMA on the topic of Cities and Climate Change.
